A west European league would be great

Scottish football is getting more and more boring every year it is always celtic and rangers dominating year after year, far more than they did even in the past, but this is because it is a cartel. Where no clubs have an opportunity to grow. But I do not want scottish football to be taken away. Or to follow English soccer instead.
So how about we get celtic and rangers to create a west european super league with other big sides in other small countries.
We cut the scottish season in half to 22 games a year and have an extra league created for scottish sides to play in
First half of the year the scottish league which determines qualification for europe
Second half of the year A European league.
